White Paper | NESCOE Unlocks the Code

Last month, the New England States Committee on Electricity (“NESCOE”) released a statement outlining its vision for a “Clean, Affordable and Reliable 21st Century Regional Electric Grid.” In this white paper, we argue that the Five Principles listed in the NESCOE statement are salient not only for New England states, but also for other states grappling with questions of regional markets. Especially for policymakers in the West and Southeast, the Five Principles provide an evaluation rubric as states in these regions look at which regional market road—emergent/bottom-up or prescriptive/top-down—can best serve customers in their states and accommodate state energy policy choices.
