NG9-1-1 Institute Announces Public Safety and Telecom Policy Veteran Patrick Halley as New Executive Director

WASHINGTON, D.C., August 3, 2015 – The NG9-1-1 Institute, a not-for-profit organization that supports the mission of the Congressional NextGen 9-1-1 Caucus, announces the election of Patrick Halley, Esq., as its new Executive Director. Mr. Halley will continue as Of Counsel to Wilkinson Barker Knauer, LLP, a leading Washington, D.C.-based law firm with one of the largest communications law practices in the country.

Halley was previously at the Federal Communications Commission where he held a number of positions for nearly five years, including, Acting Director of the Office of Legislative Affairs under Chairman Tom Wheeler, Acting Deputy Director of the Technology Transitions Policy Task Force, Associate Bureau Chief of the Wireline Competition Bureau, and legal advisor to two Wireline Bureau chiefs. Prior to his time at the FCC, Halley was the Director of Government Affairs for NENA – the 9-1-1 Association, where he facilitated the passage of landmark 9-1-1 legislation and led advocacy efforts before the FCC and other federal agencies.

“Patrick’s wealth of experience in government and the communications sector, including his public safety industry knowledge and relationships, makes him the obvious choice to lead the Institute,” said Jim Shepard, Chairman of the Institute’s Board. “We’re excited about the direction of the Institute and know that Patrick is well-prepared to take the Institute to the next level by building on one of our best years ever,” Shepard added. “Having worked with the NG9-1-1 Institute in the past, I know first-hand the quality of the people and organizations involved and the importance of the issues they support. I look forward to supporting the efforts of the Next Gen 9-1-1 Caucus to raise awareness of critical 9-1-1 issues and advance the deployment of NG9-1-1 systems across the country,” Halley said.
