WASHINGTON, D.C. – John T. Scott, III, former Deputy General Counsel of Verizon and a leading wireless industry attorney, is joining Wilkinson Barker Knauer, LLP as of counsel effective today.  For more than 15 years, Mr. Scott led a group of attorneys and staff that represented Verizon on matters involving federal spectrum policy, including spectrum auctions, rules for new wireless services, spectrum allocations, obtaining and maintaining licenses, negotiating license transfer transactions and securing regulatory approvals, antenna siting, and regulatory compliance.  Mr. Scott also was responsible for such diverse matters as communications legislation, universal service, intercarrier compensation, law enforcement access to records, radiofrequency radiation, accessibility, resale and roaming, emergency alerts and 911 services, foreign ownership, and consumer protection issues including telemarketing, caller identification and billing.  

 

Much of his work has focused on issues before the Federal Communications Commission, but he also represented the company in state public utilities commission proceedings and in litigation before the federal appellate courts and state courts. 

 

Before moving in-house, Mr. Scott spent 21 years specializing in telecommunications law, administrative law and appellate litigation at the law firm of Crowell & Moring, first as an associate and then as a partner.  He earned his law degree from the University of Virginia (Order of the Coif), and his bachelor’s degree from the Woodrow Wilson School of Public and International Affairs at Princeton University (cum laude).
