
Jeffrey advises energy clients on litigation and transactional matters with an emphasis on regulatory law. For more than 15 years, he has represented utilities, cooperatives, generators, and all types of market participants before federal and state regulatory agencies. Jeffrey has significant experience representing investor-owned utilities before regulatory agencies in base rate proceedings, merger and acquisitions, transmission line siting cases, and all other aspects of utility regulation. Jeffrey also represents clients in transactional matters, including transactions involving the co-location of loads and generation. Additionally, he is well-versed in energy markets across the United States, including the Electric Reliability Council of Texas.
