Steve provides strategic, practical, and actionable counsel to public and private companies and investors across the telecommunications, media, and technology sector. He leverages significant experience in regulatory, compliance, and transactional matters to see the whole field and help clients achieve their short- and long-term objectives in an often-changing regulatory and business environment.

Steve works closely with clients to negotiate a wide array of commercial and corporate transactions across the TMT space, including asset sales and purchases, stock sales and purchases, mergers, equity and debt financings, in- and out-of-court restructurings, and commercial contracts. He assists clients in structuring transactions to comply with Federal Communications Commission rules, including media and foreign ownership requirements, and in obtaining necessary FCC and state PUC transaction approvals. He also represents companies and investors in structuring, negotiating, and obtaining regulatory approvals for a broad array of corporate and commercial transactions.

Steve also has deep experience in the space and satellite sector. He advocates for clients in satellite spectrum and licensing policy proceedings, helps them obtain and modify operating authorizations, counsels on compliance and interference matters, and negotiates corporate and commercial agreements. He also represents wireless, media, emerging technology, and device manufacturer clients before the FCC in policy, licensing, supply chain security, and enforcement proceedings.

Steve has spent his entire professional life in the TMT industry, working as a television broadcaster before law school and beginning his legal career as an Honors Attorney at the FCC.
