Nour Hasan graduated from Cornell University with a degree in Industrial and Labor Relations before co-founding and leading ROC Industrial, a company in the industrial automation technology field where he spent four years building and managing operations prior to pursuing a legal career. He earned his J.D. in 2025 from Georgetown University Law Center, where he was a member of the Journal of Law and Public Policy, a Georgetown Tech Law Scholar, and actively involved in the Communications & Technology Law Clinic, focusing on issues at the intersection of law, technology, and social justice. He also participated in the Middle Eastern and North African Law Students Association.

During law school, Nour gained experience in telecommunications and technology policy through internships at Wilkinson Barker Knauer LLP and an AmLaw 100 firm.  As an associate, he helps with a broad range of telecommunications and technology regulatory matters, including FCC licensing and compliance, universal service, broadband deployment and funding, spectrum policy, cybersecurity, trademarks and related intellectual property, AI regulation, national security, and DOJ-related issues such as FARA and CFIUS
