Brock comes to WBK with a lifelong interest in the energy industry. A Louisiana native, Brock grew up in a family and community deep-seated in the petroleum and natural gas business. From an early age, he witnessed firsthand how the energy sector drives economic development across the country. In his practice, Brock pairs his industry upbringing with practical legal experience working with state-level regulatory agencies in Maryland.
Before joining WBK, Brock served as Assistant People’s Counsel at the Maryland Office of People’s Counsel (OPC), Maryland’s utility ratepayer advocate. At OPC, he regularly litigated cases before the Maryland Public Service Commission and participated in regulatory workgroups and rulemakings. Brock represented OPC on a variety of issues related to the expansion and modernization of the electric grid, utility rate design and cost-of-service ratemaking, and electric system reliability. Prior to his tenure at OPC, Brock served as a judicial law clerk for the Honorable La Zette C. Ringgold-Kirksey of the Circuit Court for Baltimore City.
Brock earned his J.D. from the UMD Francis King Carey School of Law, where he focused on environmental law. While in law school, Brock worked on numerous energy and infrastructure matters as a student attorney in the Environmental Law Clinic and as an intern at the Maryland Office of Administrative Hearings. An associate in the D.C. office, Brock lives with his wife and two sons in Baltimore, MD.
