Adam’s legal and regulatory advice to clients is informed by more than a decade of management experience with the Federal Communications Commission, where he most recently served as Deputy Bureau Chief of the Wireline Competition Bureau. During his 12 years at the Commission, Adam managed a vast array of high profile proceedings relating to broadband deployment, infrastructure, net neutrality, consumer privacy, universal service, and preemption. In addition to leading a cross-Bureau and Office team to prepare the Commission’s April 2024 Open Internet Order, Adam also recently spearheaded the agency’s efforts to revise its data breach rules, enact new rules to protect consumers from SIM swap and port-out fraud scams, and implement the Safe Connections Act. He also previously served as the senior bureau manager for the Rural Health Care Program and Connected Care Pilot Program.
Adam has developed particular expertise in the area of pole attachments and infrastructure deployment where he led the FCC’s 2018 overhaul of its pole attachment rules, including the creation of a new One Touch Make Ready pole attachment process, and was the senior manager responsible for all of the Commission’s pole attachment items for the last five years.
Prior to joining the FCC, Adam worked in private practice, advising cable and broadcast clients on a variety of regulatory issues in front of the FCC and U.S. Copyright Office. He also previously served as an adjunct professor at his alma mater, The George Washington University Law School, where he taught scholarly writing and advised students on the Federal Communications Law Journal. He is currently an instructor in the TMT Law and Policy Certificate Program within the Federal Communications Bar Association’s Diversity Pipeline Program.
