[Washington, DC] — Wilkinson Barker Knauer, LLP (WBK) is pleased to announce that Partner C. Sean Spivey has joined the Center for Strategic and International Studies (CSIS) Strategic Technologies Program as a non-resident senior associate. Widely regarded as one of the nation’s leading bipartisan think tanks, CSIS provides independent research and policy recommendations to policymakers across the political spectrum and engages leaders in government, business, and civil society around the world.

In this role, Sean will contribute his extensive expertise in communications and technology law, regulation, and public policy to the program’s research and analysis of emerging technology issues. The CSIS Strategic Technologies Program brings together technologists, policymakers, civil society, and business leaders to research and develop pragmatic, data-driven policy recommendations on telecommunications networks, 5G/6G technology, privacy, cybersecurity, digital governance, and other emerging technology issues.

At WBK, Sean provides communications and technology companies with strategic legal, regulatory, and policy counsel. His practice draws on significant experience in both the public and private sectors, particularly in matters involving wireless communications, satellite services, broadband, spectrum policy, infrastructure deployment, and emerging technologies.

Before joining WBK, Sean held senior positions under multiple administrations at the Federal Communications Commission and the National Telecommunications and Information Administration. His government service includes contributing to the development of the last National Spectrum Strategy as well as advising a former FCC Chair on wireless, satellite, and international telecommunications policy issues.
