WBK Elevates Energy and Utilities Litigator Sam Eisenberg to Partner

[Denver, DC] — Wilkinson Barker Knauer (WBK) is pleased to announce the promotion of Sam Eisenberg to Partner. Sam is an accomplished energy litigator with extensive experience representing electric utilities and cooperatives in high-stakes regulatory and litigation matters involving electricity and natural gas.

“Sam’s elevation to partner reflects his exceptional leadership in the most complex and consequential energy matters facing utilities today,” said Managing Partner Byran Tramont. “He brings rare depth across electricity and natural gas regulation gained from multiple vantage points, paired with the judgment and credibility that clients and regulators alike trust in high-stakes proceedings. We are pleased to recognize his contributions to date and look forward to his continued contributions to our expanding energy practice.”

Sam represents investor-owned utilities and electric cooperatives before the Federal Energy Regulatory Commission (FERC) and state public utilities commissions on resource planning, rates, permitting, and operations. His experience spans complex electric generation, transmission, and distribution proceedings, including representing utilities in major FERC matters and state cases such as a 14,000-megawatt electric resource plan—the largest in Colorado history, a first-in-the-nation gas system decarbonization planning proceeding, and a $7 billion electric distribution system plan. He also regularly handles rulemaking, certificate, and investigatory proceedings and litigates FERC and state commission decisions in federal and state courts.

Sam joined WBK in 2023 from the Colorado Attorney General’s Office, where he litigated rate cases, integrated resource plans, and certificate applications for the state’s consumer advocate. He previously practiced at a global law firm handling complex appellate, regulatory, and antitrust litigation in the energy and high-technology sectors and served as a law clerk on the U.S. Court of Appeals for the Eighth Circuit and the Minnesota Supreme Court.  Sam received his J.D. from Stanford Law School, where he was an editor of the Stanford Law Review, and his B.S. in physics with high distinction from Harvey Mudd College.

Sam’s promotion reflects WBK’s continued commitment to excellence in energy regulation and litigation and its dedication to providing clients with top-tier advocacy on the most consequential issues facing the electric and natural gas industries.
