Dan provides thoughtful legal analysis, strong and nuanced advocacy, and practical compliance strategies for clients facing challenging broadband, voice, technology, and privacy issues.  A former senior leader of the FCC’s Wireline Competition Bureau, Dan has extensive experience before the FCC, other government agencies, and courts.

Dan helps clients navigate everything from cutting-edge Internet issues to traditional telecommunications regulation.  His areas of expertise include net neutrality and broadband regulation, online and telecommunications privacy, the FCC’s digital discrimination proceeding, robocall regulation, universal service and broadband funding, and the intersection of judicial and FCC matters.

Prior to joining WBK, Dan spent over seven years at the FCC’s Wireline Competition Bureau, first as Deputy Chief and later Chief of the Competition Policy Division, and then as Associate Bureau Chief.  He also practiced communications, media, and privacy law at a major law firm.  Dan is a graduate of Yale University and Harvard Law School.

Dan co-teaches a telecommunications law course at Georgetown Law School.  He is co-chair of the Federal Communications Bar Association’s Ad-Hoc Wellness Committee.
