Alex concentrates on a range of strategic issues before Congress, State legislatures, and the Federal Communications Commission, focusing on the legislative policy process. He also assists clients in drafting and analyzing legislation at both the Federal and State level, with experience in spectrum, wireless, broadband infrastructure funding, satellite policy, universal service, cyber, antitrust, and other matters. Regularly helping develop broader policy and advocacy strategies to address regulatory matters, Alex supports clients through the legislative drafting process by leveraging his experience in Congress.

Alex joined WBK with an extensive background in communications law and policy issues. He most recently served as legislative director to Representative Doris Matsui (D-CA). On Capitol Hill, Alex led Congresswoman Matsui’s legislative activity, including her communications policy efforts as Vice-Chair of the House Energy & Commerce Communications and Technology Subcommittee. He also handled her work as a Co-Chair of the Congressional Spectrum Caucus and High-Tech Caucus in addition to his role as her Senior Technology and Telecom Policy Advisor.

Before his position with Rep. Matsui, Alex served as a telecom policy advisor to Senator Joe Manchin (D-WV), advising Senator Manchin’s telecommunications work on the Senate Committee on Commerce, Science, and Transportation. Alex began his career on the Hill as a legislative aide to former Senator Mary Landrieu (D-LA).
