Paul Sinderbrand has been practicing communications law since 1978, specializing in issues involving emerging spectrum-based technologies. He has represented wireless broadband systems, wireless cable systems, licensees in the broadband radio, advanced wireless service and wireless communications services, Commercial Mobile Radio Service systems, cable systems, Internet Service Providers, telecommunications equipment manufacturers, financing sources, and domestic and foreign investors in American communications companies.

 

He regularly appears before the Federal Communications Commission, the National Telecommunications and Information Administration, the Department of Justice, the Department of State, and federal and state courts. In addition, Mr. Sinderbrand is an active participant in international spectrum management activities undertaken under the auspices of the International Telecommunication Union.  He regularly assists clients in connection with the allocation, licensing and regulation of spectrum. He crafted the industry coalition proposal for restructuring the US 2.5 GHz regulatory regime that was largely adopted by the FCC in 2004, and advises clients regarding the complexities of the new rules and the forthcoming transitions to the new 2.5 GHz bandplan. Mr. Sinderbrand also provides transaction support for clients implementing spectrum leases, asset and stock acquisitions, mergers, joint ventures and financings. He also represents emerging wireless service providers in disputes with local governments over program access, franchising, zoning, mandatory access, wiring ownership and rights of entry to residential property. He has also consulted in connection with the development of wireless communications regulatory schemes for other countries.

 

Mr. Sinderbrand is a frequent author of articles on current communications issues. He has also been a regular speaker at legal and industry conventions, and has lectured on communications law at George Mason University. He has twice received the Wireless Cable Association's President's Award, is a recipient of the Wireless Communications Association's Golden Eagle award, and has been named Lawyer of the Year by Private Cable & Wireless Cable magazine.
