Larry Movshin represents the common carrier, land mobile, and personal radio communications interests of system licensees, major equipment manufacturers, trade associations and private users. Mr. Movshin has represented numerous applicants and system licensees in their formation, regulatory proceedings and ongoing business activities, including the financing of the development of a variety of wireless telecommunications systems and in obtaining financing for new acquisitions, while supervising all regulatory aspects involved.

Mr. Movshin has also worked on cable related issues evolving from the 1992 Cable Act. In addition to advising clients on all aspects of the FCC's regulation of the cable industry, he has represented local exchange telephone companies as initial franchisees in obtaining FCC approvals necessary to operate cable video distribution systems within their local exchange territories, and he has assisted potential purchasers of large cable MSOs in considering and negotiating agreements for investment in cable-related companies.

Mr. Movshin has extensive experience in the development and application of the Federal Communications Commission's equipment authorization regulations imposing limits on and methods of measuring radio frequency emissions from a variety of radio equipment and low power devices. He has represented the interests of the Information Technology Industry Council and the National Electrical Manufacturers Association and their individual members in more than a dozen rulemaking proceedings.

Mr. Movshin has written several articles and spoken before a number of trade seminars. He has also testified in litigation as an expert witness on FCC regulations. He has served as the elected Chairman of the Montgomery County, Maryland Cable Communications Advisory Committee, and recently completed two-year chairmanships of the Federal Communications Bar Association's Wireless Telecommunications Practice Committee and Professional Responsibility Committee.
