Rob Morse joined Wilkinson Barker as an attorney in 1996. Mr. Morse has experience in a variety of telecommunications matters, including wireless, common carrier, international, and related transactional issues. He has conducted seminars on FCC wireless and international regulations and works with various wireless and wireline clients on license/authorization applications, tariffing, ongoing regulatory compliance matters, and on regulatory proceedings and developments at the FCC and other federal agencies. Mr. Morse has handled a variety of rulemaking and enforcement matters concerning a wide range of regulatory issues, including broadband/IP regulatory developments, E-911, CALEA, CPNI, universal service, disabilities access, and international services regulations, to name a few.

Prior to attending law school, Mr. Morse served as a legislative assistant for U.S. Representatives Wayne Owens (1991-1992) and Karen Shepherd (1993), both of Utah's Second Congressional District. Mr. Morse was a member of The George Washington Journal of International Law and Economics and the Moot Court Board during law school, and is the author of Note: European Union Mobile Telecommunications Policy and the Communications Act of 1934: Can Congress Avoid a Collision on the Information Superhighway?, which appeared in The George Washington Journal of International Law and Economics, Volume 29, 1995.

Mr. Morse is a member of the Federal Communications Bar Association and American Bar Association.
