Brian Higgins has been practicing telecommunications law since 1996, and has provided FCC regulatory compliance support to wireless telecommunications companies since 1990. He has represented telecommunications companies before the FCC in a wide variety of matters, including: operational and environmental compliance; mergers and acquisitions; corporate reorganizations; and rulemaking proceedings involving the wireless telecommunications industry generally.

Mr. Higgins served on the Federal Communications Bar Association's Universal Licensing System Task Force, and has been a featured lecturer at the FCBA's annual Telecommunications 101 Seminar. Mr. Higgins has also provided expert testimony in civil litigation proceedings regarding FCC application procedures and licensing requirements.
