Christine Crowe represents wireless and wireline telecommunications carriers including PCS, cellular, paging and competitive local exchange carriers.  Ms. Crowe advises clients in connection with a broad array of transactional matters, including mergers and acquisitions, asset sale deals, spectrum leasing, and inter-carrier agreements.  She has considerable experience in the negotiation of interconnection, UNE and collocation agreements on behalf of wireless carriers and CLECs, and has participated in state-run arbitrations and federal court litigation relating to interconnection agreements.

Ms. Crowe has extensive experience related to FCC spectrum auctions, and counsels companies on compliance with the FCC’s anti-collusion rule, auction procedures, and the complex designated entity rules.  She has advised both small businesses and investors in the formation of DE structures, and in connection with the acquisition and sale of spectrum subject to the FCC’s DE rules. 

Ms. Crowe also advises clients on licensing and regulatory compliance matters. She has participated in initial and renewal licensing proceedings. She provides counsel on a variety of compliance issues including regulatory mandates such as CALEA, E911 and USF, and the complex limitations on foreign ownership in FCC licenses. Ms. Crowe has been actively involved in multiple rulemaking proceedings before the FCC, and has participated in federal court appeals of FCC rulemaking decisions. 

Ms. Crowe also counsels underwriters, financial institutions, private investment funds and venture capitalists, in addition to telecom carriers, in connection with public and private debt and equity offerings, traditional financing arrangements, and private investments.
