With close to twenty years of legal experience in telecommunications, mass media and administrative law, including the last sixteen years in private practice, Mr. Cooney's practice encompasses most areas of common carrier and private telecommunications. He has represented a wide range of end users of domestic and international telecommunications services and facilities, including online service providers, providers of information technology services, other enhanced service providers, network broadcasters and diversified manufacturers. He has counseled them both in their negotiations with carriers for such matters as satellite transponder leases, terrestrial capacity contracts, and indefeasible rights of use (IRU) agreements and in proceedings before the Federal Communications Commission and state regulatory bodies. He advises various types of enhanced service providers on the impact of FCC regulation of their business, including maintaining their status as unregulated entities.
