Tim Cooney joined Wilkinson Barker in 1999 to work primarily in the firm's representation of wireless and satellite carriers. With close to twenty years of legal experience in telecommunications, mass media and administrative law, including the last sixteen years in private practice, Mr. Cooney's practice encompasses most areas of common carrier and private telecommunications. He has represented a wide range of end users of domestic and international telecommunications services and facilities, including online service providers, providers of information technology services, other enhanced service providers, network broadcasters and diversified manufacturers. He has counseled them both in their negotiations with carriers for such matters as satellite transponder leases, terrestrial capacity contracts, and indefeasible rights of use (IRU) agreements and in proceedings before the Federal Communications Commission and state regulatory bodies. He advises various types of enhanced service providers on the impact of FCC regulation of their business, including maintaining their status as unregulated entities.
Prior to joining the firm, Mr. Cooney was a member of the telecommunications practices of the District of Columbia offices of Sutherland Asbill and Brennan, LLP; Bishop Cook Purcell & Reynolds; and McKenna, Wilkinson and Kittner. Before entering private practice, Mr. Cooney was an attorney with the Federal Energy Regulatory Commission, where he was awarded a Certificate of Merit. Mr. Cooney holds a B.A. degree in history from Georgetown University and a J.D. from the Georgetown University Law Center. He is a member of the District of Columbia Bar, the Bar of the State of Illinois, the United States Supreme Court Bar, and the Federal Communications Bar Association.
